2 février 2003 — L’intensité des sentiments aux USA, surtout dans le sens de la haine vers l’extérieur, et aussi vers l’“ennemi intérieur”, atteint une intensité remarquable. Le texte ci-dessous, mettant en scène le colonel (retiré du Marine Corps) Oliver North, est très significatif. Nous avons déjà publié un texte de North attaquant la France à la suite de son action à l’ONU (réunion du 20 janvier du Conseil de Sécurité, évocation de la possibilité de l’utilisation d’un droit de veto).
Le point le plus étonnant de l’opinion des dirigeants du système, à Washington et autour, est que l’épisode précédent de l’ONU, aboutissant au vote de la résolution 1441, continue à être perçue comme une épisode où la france a “travaillé” avec les USA, pour la cause américaine de l’attaque contre l’Irak. Ainsi l’intervention du 20 janvier et ce qui suit, notamment la thèse grotesque du “ralliement” de la France à l’Allemagne, est-elle considérée comme une “trahison” de la France. La réalité concernant le vote 1441 est qu’il s’agit d’un compromis où les Américains ont pratiquement tout donné puisque, au départ (en juillet-août), il n’était pas question qu’ils aillent à l’ONU, et qu’ensuite, venus à l’ONU à la mi-septembre, ils voulaient primitivement une résolution leur donnant le droit d’attaquer et rien d’autre. Mais le vote de 1441, quand il a eu lieu, le 8 novembre, a été présenté à Washington comme une “victoire” US (un soutien de la thèse US par le Conseil de Sécurité), et la France devait naturellement être assez bien considéré dans le contexte de cette interprétation.
La réalité de 1441 est qu’il s’agit d’un sérieux freinage de la poussée US, puisque la résolution institue les inspections et ne dfonne pas le droit automlatique de l’attaque en cas de material breach. Charles Kupchan a, par exemple, justement interprété la chose lorsqu’il dit dans une interview du début décembre 2002 : « In fact, everyone saw the recent voting at the U.N. Security Council as victory for the U.S. But what really happened? The U.S. went in and said, ''This is our position, take it or leave it.'' Most of the Security Council, save Britain, said, ''Leave it.'' They locked arms with France rather than with us, which is what they've been doing for the last 50 years. That's just the beginning of what the world could look like -- main powers not working together. If it comes to that, then these other threats will diminish in importance and pale in comparison to a world in which the key players are no longer on the same sheet of music, in which Europe sets itself against us, rather than with us. »
La haine anti-française — difficile d’offrir une autre expression à la lecture de l’intervention de North, — est donc décuplée par les interprétations faussées autour de l’affaire 1441, qui sont un pur produit du systéme virtualiste US. La France n’est plus seulement un “ennemi” ; elle est un ennemi qui a pu être ramené à la raison (dans le droit chemin) en novembre 2002 (résolution 1441) et qui a “trahi” le 20 janvier. D’où les analogies historiques (surréalistes par rapport à la réalité, certes) choisies par North d’une France “trahissant” l’Amérique animée des meilleures intentions et de toute sa générosité (« North recalled how the U.S. had rescued France from Nazi Germany in World War II, and how the French had fired on Americans during that conflict. »).
Ce texte n’est pas le reflet d’une exception mais un exemple des sentiments existant largement dans l’extrême-droite américaine qui est aujourd’hui l’inspiratrice idéologique de l’administration. La circonstance n’est pas un événement de province ou une réunion semi-vlandestine mais la conférence nationale Conservative Political Action Conference (C-PAC), regroupant certaines tendances de la dfroite chrétienne extrême.
Oliver North, quant à lui, n’est pas un hurluberlu sans crédit, un lunatique égaré. Lorsqu’il devint célèbre, il était n°6 au National Security Council de Ronald Reagan et c’est lui qui, sous les ordres de Robert McFerlane puis de l’amiral Pointdexter, manipula toute l’affaire de l’Irangate, opération totalement illégale (en violation des ordonnances du Congrès) et clandestine réalisée par les autorités US qu’il représentait avec les réseaux d’extrême-droite, les réseaux des Contras nicaraguayens, la Ligue Mondiale Anticommuniste, les réseaux iraniens intégristes (à qui furent vendues clandestinement des missiles TOW), etc. Ayant quitté le service public et le Martine Corps, North devint conférencier, auteur à succès et l’un des éditorialistes les plus écoutés de la droite chrétienne extrême américaine. Sa philosophie est à l’image de celle du président : « [Iraqis] are evil and we are the good guys. »
La graduation des “ennemis” présentée par le texte de NewsMax.com n’est pas loin d’être bien réelle dans les préoccupations de ces milieux : la France, l’Allemagne et Hillary Clinton. On peut ainsi mieux mesurer l’intensité du fanatisme qu’on y trouve en même temps que les lubies historiques, sans le moindre rapport avec les réalités de l’histoire, sur lesquelles s’appuie leur argumentation.

ARLINGTON, Va. – While the French and the Germans are undermining the U.S. in the expected war with Iraq, Sen. Hillary Clinton has positioned herself to undermine the U.S. military’s effectiveness and strength. Those charges rang out Friday at the annual Conservative Political Action Conference (C-PAC), co-sponsored by NewsMax.com.
Citing allegations that Paris and Berlin (which he labeled the axis of irrelevance) had taken cash from Saddam Hussein’s murderous regime, radio talk show host and former Marine Lt. Col. Oliver North defined the “brie-eating French” as “a third-rate pathetic power.”
North recalled how the U.S. had rescued France from Nazi Germany in World War II, and how the French had fired on Americans during that conflict.
North, a longtime hero to the nation’s conservatives, said that in 1942, President Franklin Roosevelt had broadcast to France, in imperfect but clear French, that American soldiers, sailors and Marines were preparing to “rescue you.” The cowardly French, sucking up to Hitler, repaid the U.S. by firing on Americans. “These were the French!” North declared, “Well, we’re not fighting for the French this time.”
He also blasted journalists here at home who “somehow believe everyone is wrong except us.” But he added, “They [Iraqis] are evil, and we are the good guys.”
Elaine Donnelly , who heads the Center for Military Preparedness (CMR), warned that Clinton, D-N.Y., would henceforth become extremely influential in reorganizing the military to fit her radical left-wing feminist agenda.
The former first lady has just joined the Senate Armed Services Committee. As such, Donnelly predicted, she will be able to review promotions of officers, members of the Joint Chiefs of Staff and numerous other issues near and dear to the hearts of our fighting forces and of paramount importance to our security and the lives of millions of Americans.
Donnelly says Sen. Clinton will be well-placed to blackball military officers and top brass who don’t toe her line on such issues as putting women in hand-to-hand combat, for example.
Also, unlike former Rep. Patricia Schroeder, D-Colo., who took a highly adversarial position to the military when she served on the counterpart House Armed Services panel, Hillary Clinton has started to pose as a military supporter while not backtracking on her radical agenda one bit.
“She will be able to bargain, and say to military officers and those in authority over them, ‘I can get you what you want and help your promotion; now here’s what I want.’” Further, she will be helped along by such outside actions as a lawsuit Donnelly says has been filed in Massachusetts to force the military to draft women.
The CMR president also said Hillary could well be planning all of this for the next six years running up to a presidential run in 2008.
Donnelly criticized a recent panel that found co-ed training makes the Army less efficient, but that the Army would go ahead and continue it anyway, notwithstanding the sex scandals that have resulted.
Former FBI agent Gary Aldrich referred to anti-war activists in the U.S. as “the axis of jackasses.”
Aldrich, president of the Patrick Henry Center, whose 1996 book “Unlimited Access” exposed security breakdowns in the Clinton White House, accused leftists who hurl cheap shots at President Bush’s Iraq policy of being “more into maintaining power.”
