25 juillet 2002 — Le site américain Hill annonce un important changement au sein de l'administration GW. Le secrétaire à la défense Rumsfeld abandonnerait son poste et passerait au nouveau Homeland Security Department (HSD), une fois que le Con,grès aura approuvé la législation créant le nouveau département ; l'actuel n°2 du Pentagone, Paul Wolfowitz, prendrait sa succession à la tête du DoD.
Ce changement démentirait les spéculations quasi-unanimes selon lesquelles ce serait l'ancien gouverneur Tom Ridge, actuel coordinateur des questions de sécurité intérieure auprès du président depuis le 11 septembre, qui serait destiné à devenir le secrétaire à la sécurité intérieure, en charge du nouveau ministère. The Hill explique :
« But Bush leans toward asking Ridge to stay on as a top presidential adviser while Rumsfeld strives to whip together a cluster of disparate agencies into a cohesive whole. Ridge would focus on keeping the FBI and CIA, which will not be under Rumsfeld’s wing, in the tent. He’d be the counterpart on the domestic security front to Condoleezza Rice, the national security adviser. »
Acceptons l'hypothèse qu'un tel changement pourrait se concrétiser. Plusieurs remarques deviendraient alors d'actualité, — et même, l'on peut tenir certaines d'entre elles, d'ores et déjà, pour acceptables.
• De tels projets concrétisent l'énorme importance accordée au HSD, et l'espèce de parité avec le DoD où il se trouve placé (HSD pour l'intérieur, DoD pour l'extérieur). Cela implique naturellement une concurrence évidente, notamment au niveau bureaucratique. (Ces remarques ont d'autant plus de sens si Rumsfeld passe au HSD, vu son poids politique.) The Hill mentionne évidemment cette importance potentielle du HSD si Rumsfeld y est transféré : « Insiders say that while in theory he’d be the most junior Cabinet member, Bush would want him [Rumsfeld] to retain — both literally and figuratively — his central seat in the Cabinet Room. »
• L'idée précédente est renforcée par la suggestion qu'une sorte de NSC (Interior) pourrait apparaître sous la direction de Ridge, à côté du NSC (Foreign) en place sous la direction de Rice. Cette structure, impliquant que Ridge/NSC (I) aurait en partie le contrôle de la CIA et du FBI, accentuerait la bataille bureaucratique, cette fois avec le NSC (qui a un oeil et une autorité sur la CIA) et la Justice (qui contrôle le FBI).
• Le HSD se trouvera en concurrence directe avec le DoD dès lors que le Northern Command (forces armées) est activé et couvre le territoire US. Qui contrôlera le Northern Command : HSD ou DoD ? La question se poserait encore plus si Rumsfeld, avec son énorme autorité, passe au HSD.
• Un passage du DoD sous le contrôle de Wolfowitz ne changera pas beaucoup l'orientation politique du DoD, déjà ultra-hawk avec Rumsfeld. Par contre, elle risque de compromettre certains projets internes essentiels, comme la grande réforme des forces armées, qui demande un goût pour la bataille bureaucratique que Wolfowitz a peut-être moins que Rumsfeld.
Dans la transcription officielle de la conférence quotidienne du Pentagone, le 24 juillet à 13H00 (heure de Washington), reçue le 25 juillet dans la matinée, on trouve deux passages consacrés à cette rumeur. Ces deux passages sont surtout remarquables par la confusion des échanges, assez sympathique au demeurant. Il semble que les porte-parole soient décidés à laisser entendre qu'il ne s'agit que d'une rumeur, mais sans avoir la possibilité, ni même l'autorisation de la démentir de manière formelle.
La conférence de presse est donnée par Victoria Clarke, Assistant Secretary of Defense (Public Affairs), assistée du brigadier général de l'USAF, Gen. John W. Rosa, Jr., deputy director for current operations, Operations Directorate, the Joint Staff.

Q: Torie, is Defense Secretary Rumsfeld under consideration to head up the new Department of Homeland Security?
Clarke: Not that I know of.
Q: The reason I ask is that the Hill newspaper today was quoting White House insiders as saying that he was under consideration and that under the plan, Paul Wolfowitz would then assume the job of secretary of Defense.
Clarke: It's not anything under consideration, as far as I know.
Q: Have you spoken to him about this issue?
Clarke: I have not.
Q: Has he spoken to you about this issue? (Laughter.)
Clarke: It hasn't been a topic of discussion.
Q: Has he expressed any interest in becoming director of Homeland Security?
Clarke: He expresses enormous interest every day he shows up here to work hard at the job he has, which he really, really likes.
Q: Have you been considered for — (laughter) — a post in Department of Homeland Security?
Clarke: Has General Rosa been considered for a job?
Q: There are other published reports, which have suggested ...
Q: That you might become the spokesperson ...
Q: ... that you might become a spokesperson for this organization.
Clarke: You know, the only people from whom I have heard those rumors are reporters. And I have every intention of staying here as long as I can. I like it very much here. I'd
like to stay here.
Rosa: I, on the other hand — (laughter) — would love to go back to reality.
Q: Torie, when you say it's not anything under consideration as far as you know, is it that you've looked into it and you've determined that it's not under consideration that
Rumsfeld would move, or is it that you haven't investigated it at all and therefore don't know? How much weight should we give what you're saying?
Clarke: It's just so far beyond any possibility that I don't think it's under any consideration at all. And I have not taken the time to look into it because I think it's just people rumormongering, which they seem to do a lot at the end of the summer.
