De AAA à AA+, chacun pour soi

S&P (Standard & Poor) n’a pas perdu de temps. Cinq jours après l’accord “historique” sur le dette du gouvernement US, voici sa mesure “historique” avec la dégradation de la cotation des USA du premier rangv (AAA) occupé par ce pays depuis qu’existent les agences de cotation, au deuxième rang (AA+). Le porte-parole de la Maison-Blanche a qualifié d’“amateur” le travail d’analyse de S&P aboutissant à cette décision. (Autre travail d’“amateur” : l’avertissement de S&P d’une nouvelle possible dégradation des USA dans les 12 à 18 mois si la situation actuelle n’est pas redressée.)

Ce qui est remarquable, c’est qu’il y a un peu plus d’un mois, les Européens, y compris certains dirigeants notamment de l'UE, dénonçaient les agences de cotation US pour leurs notes sur certains pays européens (la Grèce), estimant qu’il s’agissait d’une manipulation suscitée par les autorités US. La décision de S&P représente sans aucun doute la position de Wall Street, qui s’intéresse moins aux affaires européennes qu’aux affaires américanistes ; elle constitue en fait une mesure prise par Wall Street et la finance internationale contre la très mauvaise gestion du pouvoir américaniste.

Cette insatisfaction à l'encontre des dirigeants politiques américanistes et du bloc BAO est également très largement répercutée dans le long éditorial de Bloomberg.News, signé de la direction de l’agence, du 4 août 2011Global markets have issued a vote of no confidence in the management of the world’s two largest economies, the U.S. and the euro area. To regain credibility, leaders on both sides of the Atlantic need to recognize the magnitude of the crisis they face.») Cet ensemble d’indications montre une polarisation grandissante de tous les pouvoirs américanistes et du Système, chacun de ces pouvoirs se repliant sur ses intérêts éventuellement d'une façon antagoniste, comme, dans ce cas, Wall Street par rapport à (contre) Washington (la Maison-Blanche et le Congrès).

Concernant la dégradation de la cotation US, on peut lire quelques détails, notamment, de l'agence Reuters, le 6 août 2011 :

«The United States lost its top-tier AAA credit rating from Standard & Poor's on Friday in an unprecedented blow to the world's largest economy in the wake of a political battle that took the country to the brink of default. S&P cut the long-term U.S. credit rating by one notch to AA-plus on concerns about the government's budget deficit and rising debt burden. The action is likely to eventually raise borrowing costs for the American government, companies and consumers.

»“The downgrade reflects our opinion that the fiscal consolidation plan that Congress and the Administration recently agreed to falls short of what, in our view, would be necessary to stabilize the government's medium-term debt dynamics,” S&P said in a statement. The outlook on the new U.S. credit rating is “negative,” S&P said in a statement, indicating another downgrade was possible in the next 12 to 18 months.

»The move reflects the deterioration in the global economic standing of the United States, which has had a AAA credit rating from S&P since 1941, and it could have implications for the U.S. dollar's reserve currency status. “The global system must now adjust to the many implications and uncertainties of the once-unthinkable loss of America's AAA,” said Mohamed El-Erian, co-chief investment officer at Pacific Investment Management Co which oversees $1.2 trillion in assets.»
