L’axe Pékin-Moscou en mode turbo

Le distingué commentateur M.K. Bhadrahkumar relève, dans une de ses courtes chroniques, sur son site Indian PunchLine, le 7 juin 2014, le rythme assourdissant que les relations Russie-Chine ont pris depuis la visite de Poutine à Pékin et l’établissement d’une “alliance stratégique” de facto entre les deux puissances. Il s’agit d’un constat extrêmement significatif : les actes ou l’absence d’actes qui suivent les grandes déclarations de rapprochement et d’alliances nous permettent de juger de l’exacte substance, – très réelle et en plein développement, ou complètement absente, – de ces déclarations. Le verdict pour ce cas est suffisamment clair...

L’homme-clef du côté de Moscou, c’est Nikolaï Patrouchev, ancien chef du FSB devenu président du Conseil National de Sécurité russe et conseiller de Poutine pour les questions de sécurité nationale. Patrouchev se manifeste beaucoup, par des visites à Pékin, secondé par Dimitri Rogozine, vice-Premier et ministre de l’armement, qui a annoncé une coopération avec la Chine pour un transport militaire à long rayon d’action et un hélicoptère. Bhadrakumar estime révélatrices les dernières déclarations de Patrouchev, à partir de Pékin où il se trouvait le 6 juin. On voit que les organisations OCS (Organisation de Coopération de Shanghai) et BRICS (ou BRICSA...) sont impliquées dans l’effort russo-chinois.

«Three statements made by Patrushev from Beijing need to be noted. He said on Friday, “For us, it is especially important that our countries’ positions on all issues of the international agenda coincide or are as close as they can be.” There have been previous remarks by top Russian officials that the two countries coordinate on many foreign policy issues and/or that the Russia-China relationship is at its highest level historically. Patrushev’s remark goes beyond that.

»Secondly, reports from Beijing attributed to Patrushev a second statement underscoring a renewed importance that Moscow attaches to the BRICS. It appears that an application by Argentina for inclusion in the BRICS will come up at the grouping’s summit next month in Brazil. Given the backdrop of the tensions in Russia and China’s relations with the US, the inclusion of a second country from Washington’s Latin American ‘backyard’ in the BRICS would draw American ire. Patrushev discussed the issue with his Chinese counterpart. (Interestingly, India backs the Argentine membership claim.)
