Le Congrès versus Assad : changement d’humeur?

Les neocons sont dans la plus grande alarme car il semblerait que le Congrès US, dans tous les cas les démocrates, commence à être effleuré par ce qui semblerait être du bon sens. Il s’agit de déclarations de plusieurs parlementaires démocrates, après des auditions montrant l’état absolument catastrophique du programme d’entraînement d’opposants syriens éventuellement anti-Daesh mais n’ayant surtout rien à voir avec Assad (et qui seraient éventuellement prêts à devenir anti-Assad sur le champ de bataille, s’ils s’y reconnaissent). La réaction de ces élus démocrates est de dire : si nous ne sommes pas capables de produire des combattants syriens anti-Daesh, alors pourquoi ne pas laisser faire Assad qui, lui, au moins, a une armée qui se bat contre Daesh ? Là-dessus, certains enchaînent en observant que les performances US dans le domaine du regime change avec effets satisfaisants sont “extrêmement maigres”, pour ne pas dire squelettiques.

Un tel discours de bon sens dans des biuches américanistes a de quoi stupéfier, et il stupéfie effectivement. (Nous sommes stupéfiés.) Il faut dire que le programme mentionné plus haut, qui a déjà coûté $500 millions au Pentagone, a produit entre 4 et 5 combattants anti-Daesh, selon les propres mots du général Austin, à la fois chef de CENTCOM et un peu gêné de sortir en public ces chiffres absurdissimes. Julian Pecquet rapporte, pour Al Monitor du 16 septembre, les principales déclarations des élus démocrates. Les républicains, dont on connaît la crainte terrorisée du moindre bon sens lorsqu’il s’agit des aventures guerrières, se montrent bien entendu beaucoup plus réservés et gardent pour l'instant, aux dernières nouvelles, leur flamme anti-Assad.

"I don't have the answer on me about what I think that should be, but I really think we're at a point where we need to reassess, because what we've been doing is not working.” Sen. Joe Manchin, D-W.Va., said he's worried about the “void” left by Assad's removal in the absence of any viable moderate opposition. “Who are you going to replace him with? What are you going to do? Leave a void?” he told Al-Monitor. “That hasn't worked with Saddam [Hussein] or with [Moammar] Gadhafi. It's a royal, royal mess, and we're just throwing more money at it and making it messier.”

» And Sen. Tim Kaine, D-Va., cautioned against open calls for toppling Assad. Instead, he has backed the creation of humanitarian safe zones for civilians brutalized by the regime's barrel bombs as well as Islamist extremists. “I don't think regime change should be an official policy of the United States,” Kaine said. “Our batting record is very poor.” The growing angst follows repeated assurances by the Barack Obama administration that Assad “must go” and that his days were “numbered.”Four years and more than 200,000 deaths later, the only groups making much progress on the ground appear to be IS and other extremist militant groups. »
