On 8 April 2014, U.S. military officials confirmed the deployment of Donald Cook to the Black Sea as part of the latest U.S. military effort to demonstrate support for Eastern European allies concerned about Russia’s troop buildup along its border with Ukraine. On 12 April 2014, the USS Donald Cook was “buzzed”, 12 times by a Russian Su-24 bomber jet. According to U.S. military officials the crew aboard the Donald Cook made several attempts to radio the Russian warplane asking the pilot what his intentions were and sending warnings to remain at a safe distance, but the Russian pilot did not respond.
According to U.S. sources it appears the plane was not armed. Nevertheless, it put the ship’s entire electronic equipment out of order. She had to be towed to the nearest NATO port in Constance.
While American military officials consider the incident provocative they say the encounter ended without incident. Nevertheless, The U.S. officials admitted that the incident had a demoralizing effect on the Donald Cook crew, which was treated for psychological traumas, and submitted resignations from the active service.
