Hillary expose les dommages considérables causés par la paralysie du pouvoir à Washington sur les relations extérieures. Elle parle notamment du chaos dans les nominations bloquées ou retardées par le Congrès, avec des conséquences souvent très dommageables.

Hillary observe l’incompréhension grandissante de ses interlocuteurs dans les pays étrangers, la perception de cette paralysie qui ne cesse d’handicaper de plus en plus gravement l’influence des USA à l’extérieur. Il semble que, bientôt, le fonctionnement des USA sera aussi difficile à comprendre pour le Rest Of the World que le fonctionnement de l'Europe l'est pour les USA.
